Beginners Question: "Default Conten Filter [Block] Action"

Dear Folks!

My beginners Question is:
In my box, installed not by me but by an technician (a few years ago), under "Web Filter Profiles - Filter Actions" I have a "Default Content Filter Action" and a "Default Content Filter Block Action". 

I seem to remember that both where necessary when the box was installed (a few years ago), but are they STILL necessary?

As far as I understood the WebProtection, every Filter Profile needs a "Base Policy", and this can be one / the same Policy for all Filters, right? 
As Long as I don´t want different "Base-Actions" in different Profiles, I can define ONE Base-Policy and I can also name this Policy "Base-Policy", it does not Need to be named as "Default Content Filter Action" oder "Default Content Filter Block Action", right? Or speaks something about it?

    thank you!

    I think I mixed up the terms "Base Policy" an "Filter Action" in my first post.

    What I would like to do now is
    - delete the "Default Content Filter Action"
    - rename the "Default Content Filter Block Action" to "FIL Base Policy"
    - assign this "new" Filter Action "FIL Base Policy" as Base Policy to all my profiles

    Would this work? Any objections?
