1. are you using Web Protection (http proxy)

2. did you check the logs?

3. application control and the IPS are both likely culprits, so check both those logs first

4. please provide the UTM version #

Yes using http proxy
No I am not using application control it is disabled, but I did enable ips
And the UTM version number is: 9.204-20

And what do the logs show?

fixes the ssl problem but when it tries to decipher the skype ssl cert it says invalid ssl cert blocked.

Rooting your android device is not required to use the UTM.  As per all the warnings around rooting - you now have installed unsupported stuff that no one here knows what it is trying to do.

The proper way to install a CA cert can be found by Googling "android install ca certificate" and in the very first link from support.google.com.
