I'm not sure what the question is, but have you tried blocking the sub-categories "Anonymizers" and "Anonymizing Utilities"?

I think he wants to stop his users from using the Puffin browser on their local computers.

I'm not sure the UTM can do that; maybe it could be added to Application Control?

To potentially get it added to the UTM:  UTM Application Pattern Requests: Hot (86 ideas).  There would need to be something added to the header/requests that would identify the browser specifically for this to be possible.

Looks like it's not a PC based thing, it's a mobile app for ipad, iphone, and android devices.

True, I believe it is only for mobile devices.

It is in essence an app that remotely controls a browser spun up on demand in Puffins data center. (a proxy on steroids?)

This is meant to speed up the mobile browser (and allow Flash) but effectively bypasses all rules.

I am guessing just tracking the ips that are used for Puffin servers would accomplish this. However, adding "Anonymizers" and "Anonymizing Utilities" does not work.
