App Store being blocked by WebFilter but only on iPad. Need Help.

I have been trying to get this web filtering to work and have results that are neither here nor there.  

For example, on my Android devices, the Google play store was not working.  According to the Webfilter Live Log, certificate authentication.  So, I log on to the user portal and download and install the certificate and bob's your uncle, Play Store works perfectly.

So I go ahead and install the certificate on all PC's and mobile devices but... iPad refuses to access the AppStore.  According to the live log, certificate verification failed.  The same rules apply to the iPad as to any of the other devices defined on the home network but iPad seems to be treated differently.  I have logged on to user portal with it and downloaded and installed the certificate from there but store still gets blocked.  I then log into the admin portal with the pad and download the certificate from Web Filtering / HTTPS CAs but the same happens and I am still blocked.

then I try add an exception with the following settings but still, it drops citing certificate verification failed.

(Only Certificate Trust Check and Certificate Date Check are selected)
Coming from these source networks:
iPad Host Definition (192.168.2.15)

My Web Filter Actions are as follows:
Allow:
Mode: Allow By Default
Threshold: Off
Block Spyware Communication: checked
Block Website Categories: none checked
Block URL list: empty
Always Allow URL list: empty
Use Antivirus Scanning: checked
Log Accessed Pages: checked
Log Blocked pages: checked

Filter Assignments:
Name: Allow
Allowed Users and Groups: Blank
Time Event: Always
Filter Action: Allow

Proxy Profiles:
Name:  Allow
Position: 1
Source Networks: (All devices added individually as hosts)
Filter Assignments: Allow
Fallback Action: Allow
Operation: Transparent
Scan HTTPS: checked

There are block rules specified which are more or less the opposite of the above but none of the above devices are added to any of the groups specified in the block lists.  

If I add the iPad to the Transparent Mode Skip list, then the AppStore works fine.  Any ideas as I am starting to lose my marbles on this.a

    Could it be the security policy set somewhere I don't know of?  Like for instance, installing the certificate on my androids forced me to put on a PIN or other form of device security to unlock.  This request did not happen on the iPad.  Once I get home, I will provide the exact line as listed in the live log as to the AppStore being blocked.
