FW Passthrough/Virus Scanning Enabled, Although It's Not

For some odd reason although I had Virus Scanning set to only scan file 10Mbytes it scans basically every single file.  I even turned off Virus Scanning, but I'm still getting the "Pass-Through" page.

I'm running 9.106.  I might just restart Web Protection to see.
