URL Filtering Bypass blocking

Anyone knows if the bypass blocking is enabled for a specified user group it should show up the bypass button on a blocked page only for that user group or for all users? Beacuse for me at the moment it shows for all users, and not all of them can bypass, and it's a little bit confusing.
