How to apply multiple filter actions to one proxy profile?

Finally, after one month of testing, my astaro box went live. Everything, except for one kernel error, works fine. I am running the latest version 9.108. 

According to the manual and various forum posts it is possible to apply multiple web filter actions to one proxy profile. But somehow, in my case this doesn't work. 

Action1: block everything except site collection A
Action2: block everything except site collection B

Now when those two actions are assigned to one profile, I am only able to visit the sites listed in the Action with the lowest number. 
So, how can I create one 'general' filter action that is assigned to every profile and a second, profile specific action while blocking everything else?

    I've added a signature to my profile. 
    I am running version 9.102-8. 

    What I'm trying to do:
    I have different IP groups. 
    IP group 1 may pass the proxy/web filter unfiltered, only virus scanning. 
    IP group 2 only has access to sites listed in whitelist 1 all other sites are blacklisted. 
    IP group 3 only has access to sites listed in whitelist 2
    IP group 4 only has access to sites listed in whitelist 3 and so on. 

    Now I'd like to have a profile/ACL/whitelist containing links/sites every IP group has access to. 
    E.g. Group 2 only has access to google, group 3 only amazon, group 4 only bing. Now I want a list containing microsoft.com and assign them to all the profiles above so that group 2 has access to google and microsoft, group 3 amazon and microsoft, group 4 bing and microsoft.
