Exception not working

Yes, i made an Exception Rule and yes, Port 2598 is allowed under "Allowed target services".

Somebody here who might have an idea where i made a mistake?

    I just learned a trick from Scott Klassen.  It seems that having an "auth" exception causes this behavior.  I think it's it's a conceptual error, but that's how it works!
