Special chars in url

Hello,
I have just received a mail from my registrar that tells me that now is possible to buy domains with special characters, such as à, â, è, é, ê, ì, î, ò, ô, ù, û.

If I use one of these chars, web proxy replaces them. 

For example: 
www.googlù.it becomes www.xn--googl-5ua.it

I noticed this strange issue since v7. My default char-set is latin1. Have I to change it? Is it a bug?
