Socks proxy - how do you use it?

Hi,
Could someone please explain to me how to configure the socks proxy?
The allowed networks and allowed users I understand, but how do you tell it what to permit and what to block? does it use the same filter actions etc as the standard proxy?

for things like skype and other moving targets directing them to socks means you don't have to open 5000 ports on your firewall for one app..that's the biggest advantage.
