Socks proxy - how do you use it?

Hi,
Could someone please explain to me how to configure the socks proxy?
The allowed networks and allowed users I understand, but how do you tell it what to permit and what to block? does it use the same filter actions etc as the standard proxy?

What is the puirpose of the SOCKS proxy then?
Why not just allow direct internet access?
