Scan HTTPS (SSL) for Safe Search Sites Only

Hi.  I have observed that Safe Search for Google (and probably Yahoo and Bing) doesn't work unless "Scan HTTPS (SSL) Traffic" is turned on.  Is this true?

As a result of my observation, I have been spending a lot of time trying to define a lot of new rules to work with and/or work around this option.  That got me thinking:

Is there a way to enable "Scan HTTP (SSL) Traffic" for only Yahoo, Bing, and Google searches and not for anything else?  

Can I define an Exception that does this?

    For clarity, SafeSearch works fine for Google but you can easily get around SafeSearch by using https://www.google.com if "HTTP (SSL) Scanning" is not on.  I want to turn on "HTTP (SSL) Scanning" for the SafeSearch sites only.

    Maybe that's already understood from my initial posting, but perhaps this is also more clear to others who may read this thread.
