Downloading exe's uses "Default content filter block action"

I am using Filter Assignments which work correctly except when I download an executable which then switches to the "Default content filter block action". It then allows the download which it shouldn't since the it is set to block anyways. 

The "Default content filter block action" is set to the Fallback Action in Filter Assignments.
