irs.gov in Malaysia?

Running version 8.103. This morning all of my end users are getting this error when they try to visit Internal Revenue Service

While trying to retrieve the URL:  Internal Revenue Service 
The content is blocked due to the following condition:  The URL you have requested matches a forbidden Country. If you think this is wrong, please contact your administrator. 
Country:  Malaysia

    DNS server I am using is GoogleDNS (8.8.8.8). Looking up irs.gov on DNSvalidation and it says the domain resolves to 205.168.45.51. If I ping irs.gov, that is the address that comes up as well. Pinging it with my AT&T iPhone (using their defualt DNS on 3G service) gives me the same IP address. What IP addess are you coming up with?
