irs.gov in Malaysia?

Running version 8.103. This morning all of my end users are getting this error when they try to visit Internal Revenue Service

While trying to retrieve the URL:  Internal Revenue Service 
The content is blocked due to the following condition:  The URL you have requested matches a forbidden Country. If you think this is wrong, please contact your administrator. 
Country:  Malaysia

    IP resolves to 205.168.45.51. Still having the problem. Now it has started giving the error on several other sites. dictionary.com, clarionledger.com(a newspaper in Mississippi, USA and it is not hosted in Malaysia, I have verified), and a few other random US or State government sites.
