Web Proxy Profile Block All

Is there a way to block all web traffic with a web proxy profile?  I tried a whitelist and allowed nothing.  Also I placed a wild card "*" in the always block these sites.  I would like to use it for a fallback action.

My ultimate goal is to create a fallback action for a proxy profile that will block specific categories during these hours 7AM until 9PM.  Then after the time event expires the fallback action will block everything.

The profile I will add it to is configured with basic authentication and assigned to my wireless network.  It works but I can't stop the http proxy traffic after the above time event expires.

    I was confused.  I was creating separate profiles for each filter assignment.  When I should be using multiple filter assignments in one profile.  Now I get it.  I placed the time event filter assignment first in the profile.  Then added the block all filter assignment second.
    Works great!!
