Archive contains encrypted contents

I am trying to download a Zip that is password protected from our Security company to try and fix a problem with our Antivirus software but when I download the zip file it is blocked with the message "Archive contains encrypted contents"  how can I bypass this?  I turned off Virus scanning to download the file but there has to be a safer way

    -You can create an exception for the URL/Network/whatever
    -You can disable 'Block unscannable content' in the advanced section of the HTTP proxy
    -Perhaps 'Users/Groups allowed to bypass blocking' might also allow you to bypass this
