Can't blacklist URL

Hello,

The following URL won't get blocked, but the IP will get blocked.
Both the URL and IP are on the blacklist.

HOTLOCALCLASSIFIEDS
209.47.169.32

I've read that around 35 different sites use this IP.

Any ideas?  I'm stumped.
