Banning a single IP address

Okay, I have been searching for the method of how to do this for a few days now and I keep seeing these 'create a network service, then a rule'.. etc.. but I do not wish to drop or reject the IP. I want to completely ban it. 

Is there a way this can happen? As of now I get 300mbit/s coming from this address. My packet filter rules are dropping them, however.. I wish for there not to be a problem with him sending any kind of data at all.

Thoughts?

    Hi,
    your choices are very limited. Go to your ISP and have the address blocked as spammer or something similar.
    The best method is to just reject the packets, while it still counts against your downloads if that is your concern, your firewall doesn't respond or even acknowledge it has received anything.
