Order of Traffic through ASG

I am trying to troubleshoot HTTP/S running in transparent mode and I am having the following issue:
I have three different network segments assigned to the the HTTPS proxy
10.10.0.0/16
10.242.0.0./16
10.16.2.0/24

When connected via 10.16.2.0 I am getting blocked appropriately to a site that is below the neutral threshold.

When I connect via 10.10.0.0 (10.10.2.x) I am not getting blocked to the same link.

Where is the chain does HTTP/S proxy come into play?  I am trying to see what rule is bypassing the proxy when on the 10.10.2.0 segment.

    I have opened up a case with support on this and still waiting on a call back for assistance wit this issue.  Is there anyone out there that can can shed some light on the process of traffic going through the ASG on it's way from a client PC to the internet when using HTTP/s filtering?
