is it better to leave the rule 4 web surfing off (in log)
 or to turn it on.

    Although I like the idea of astaro installation wizard for newbies, if you are serious about security, delete the default rules and only allow traffic needed for your environment.

    So the answer to your question is YES delete the rule if none of your clients is using the rule and let proxy handle all the traffic.
