how to allow download from url and keep file extension blocked?

Hi there,

Astaro V7.505

i need to know how to configure some filter action where for a group some file extension are blocked, but blocking needs to be overrided for two special URL which i had entered in "Always allow these URLs/sites" tab.
I don't want to globally allow the two sites, download should only be possible for the group, but for other URLs/sites, file extension blocking should be active (like it is now).

I don't know how to  configure this. 

Any ideas?
