internet services not allowed

A number of employees get the message internet service not allowed when they try to visite some sites.
What does this mean.

We only use Astaro proxy 8080 :

I think Wingman wanted to know what mode the HTTP/S Proxy uses and to see the lines from the HTTP log showing the lines related to accessing that site.
