getting arround astaro

Some workstation user are getting arround Astaro by using url proxy servers
for example megaproxy how is this possible I cannot block all proxy servers manual. This is a job for Astaro I think.

not sure if this works, but did you try blocking the URL categories "Anonymizers" and "Anonymizing Utilities"?

Do I have to select in URL Filtering categorie IT:
Anonymizers and Anonymizers Utilities

only Anonymizers was selected.

Use of HTTPS scanning in web security is extremely effective at this. Many of the proxies use TCP 443 for the obfuscated traffic, the HTTPS proxy enforces protocol compliance and breaks tunnels such as UltraSurf.
