Disclamer/TOU on Transparent Proxy

I'd like to present a disclaimer or terms of use that must be accepted before users can use the transparent proxy. I know you can do this if using the Transparent Proxy with Authentication, but that presents it along with a login screen. I don't want people to have to log in, just read a disclaimer and accept something, then browse. Can this be done now?

    Which part of the following are you unclear about? I just want to know if I can display a disclaimer without requiring authentication.

    I don't want a login page, nor to give instructions; No one reads instructions, and it will generate help desk calls. 

    I would just like to display a ToU agreement that the user must accept before browsing the web, with no login requested.


    Also, won't creating a "guest" account allow anyone authenticating to the proxy on any network to use the guest account?
