Disclamer/TOU on Transparent Proxy

I'd like to present a disclaimer or terms of use that must be accepted before users can use the transparent proxy. I know you can do this if using the Transparent Proxy with Authentication, but that presents it along with a login screen. I don't want people to have to log in, just read a disclaimer and accept something, then browse. Can this be done now?

  • that's not a captive portal that's a hack.  I should be able to specify the guest network and easily activate an auto-redirect to the captive page with the appropriate text.
