Block HTTPS (http proxy used)

Astaro 220 v7.502
HTTP proxy/AD SSO
Is it possible to block https for some users and allow it for others
I know I can remove the https from "Allowed Target Services", but that would block it for all profiles.

I can think of a couple ways, but maybe there's a better way...

What is the reason/problem that led you to want to do this?

A customer has requested this,for security reasons
I was thinking of Regular Expression?
something like ^https

I put "https+://*" in "Blocked sites
and now it is working
