On the 'URL Filtering' tab, if you set the mode to 'Allow Content...', the 'Additional URLs/sites to block' list appears above the 'Always allow these URLs/sites'.
Does that mean that the additional block list is evaluated before the always allow list, or are both evaluated? If a URL is in both lists, is it blocked or allowed?
This is not just a philosophical question. For example, what if I block the category "Games" and I have "solitaire.cardgames.com/.../ in the allow list
