Strange HTTP Proxy Interaction

I tried to download the latest version of Java (jre6) from java.com and wasn’t successful while the proxy was active. The error message I got was that I was being denied since I was in an embargoed country! (I’m in the US… Hmmm!)
I turned off the proxy and accessed the site directly and had no problem.
Anyone have any idea what the proxy might be doing?

I should also point out that I'm running the proxy in standard mode.

my pc's IP address is in the exception list and I am getting that very same error message.

Try creating a specific packet filter rule that lets you access [http://www.java.com] directly (without the proxy) using the HTTP protocol and see if that works. (I think this has something to do with the proxy stripping out NTLM headers but I'm a little out of my depth here.)
I did this and I'm seeing different (better) behavior but since I previously took a different route to get the download to work, I can't be sure I'm still following the same execution path.

I threw Sun Microsystems into the exceptions and it worked, I had the entire string for the download in the exceptions when it didnt work.
