from what you are saying the http proxy is being bypassed.
Do you have a filter rule in blocking port 80? 
Are you using the proxy in transparent or standard mode?
What does the default profile have for blocked sites?

You probably need to add the site to the allowed profiles and the default profile.

Using the 7.302 system there is now a category selection called Web Ads.

Selected this and now all ad.doubleclick.net sites are blocked

is there a way to let specific sites open at specific times?

Web Ads will be an unmapped subcategory, so select the category you want to add it to and edit it to include Web Ads.
