How to allow specific user to specific address

Basic Authentication.

Basic Question:

How to allow a user to reach a specific web address, skipping surf protection ?

As far as I see:
In Global exceptions tab you can allow all users to a specific address 
OR
You can allow one user to ALL addresses.

Any help will be appreciated.
