I thought I had figured-out the method(*) to block web surfing during off hours, but when I tested it, it was not blocking. I opened a new browser, the proxy login came up, and I logged on as a user that should have been blocked, but the request went through the proxy server.
Can someone help me out? What am I missing?

(*) I enabled HTTP Proxy with Basic User Authentication and dragged all of the users in to the USERS/GROUPS window. After setting-up the proxy server on each user's browser, surfing through the proxy (no filters created yet) worked great.
I made a Filter Action I called "Block All" by just setting the mode to "Block by default", and not checking anything else. I then used that filter action in a couple of Filter Assignments that used some time events I had created (one from 21:00 to 23:59, and another from 00:00 to 4:59).
Finally, I used the Filter Assignments in a Proxy Profile, where I checked just the two Filter Actions and set the operation mode to Basic User Authentication.
EDIT:
I figured out what I didn't do....that red button there on the Proxy Profile... I didn't notice that until (of course) 10 seconds after posting the question here! After I clicked on the block next to the red one, which turned it green, the blocking started working!!
