No blocks in content fltr, but blocked anyway

7.011 on an ASG110. The content filter is set to allow everything, with nothing checked below. This works fine for everyone, but last week one user began having a problem. Sometimes (daily, but not everytime or site) that user goes a website and gets an Astaro content filter message that says "the URL you have requested has been blocked by surf protection." If he tries opening the same website again, he is often connected immediately.

For example, today, so far he's been blocked, and on trying again, allowed, at sddt.com (San Diego Daily Transcript), sec.gov (Securities and Exchange Commission) and sportsline.com (CBS Sports).

I'm not sure what to make of this, or how I might go about tracking down the problem and fixing it.

Hi,
possibly due to network congestion and the ASG failing to get a response blocks the site, I have experienced that a few times before I upgraded to v7.100

I put in a support call. The tech said essentially the same thing as RFCat_vk, slow DNS can ultimately lead to a blocked by content filter message. I changed DNS servers and no complaints for a day now.
