Content Manager reporting but not blocking as a measure of abuse?

Is there a way to report sites that should be blocked without actually blocking them?  I know that sounds odd but as a justification of why we should be using the content filter (currently we are only using Virus/Spyware functionality) it would be good to show my management the level of traffic that is going through and the kinds of sites people are going to.  I could dump the whole HTTP accessed sites but it would be easier to show categorised sites that would be blocked.
 
Does this make sense / is it possible?

  • Hmmmmm. off the top of my head, you could evaluate the web content filter, allow all sites, and then log the traffic and show management that report. 

    yes, it makes sense, but I don't think there's a built-in mechanism to support this.
