Having problem getting proxy to work

Have http proxy enabled, I also have a packet rule to block http from internal network, but I am able to browse the internet with the settings on MS IE set to no proxy or auto detect. When I set the settings in the browser to the interface address on the frewall for internal network port 8080 I can't get web pages to load.
