Blacklist every website

Is it possible to blacklist every website? 

*.*.*  or something similiar

    I have port 80 blocked and am proxying everything via 8080.

    I want the students in my district to have access to only 2 specific websites... I want to block everything else. I have selected all the content filtering categories, but I find that hard to believe that "every" website is blocked. Hence which is why I'm looking for the right regular expression to block all websites. Is there such thing?
