I enabled Cobion, it appears to block all sites still.
I cannot turn it off. I deleted the default profile and now cannot surf any page using the proxy. Tried turning http proxy on and off etc... Not sure if this is a known issue still or not. Turned off the use of the proxy in IE to get here...
