Configure Squid on Linux box to use ASL HTTPProxy

I try to configure a Squid Proxy on a Linux Box. This proxy should then use the ASL HTTP-Proxy with user authentication in front of the Linux box. To realize this I configured squid.conf on the Linux box like this:

cache_peer ASL_Firewall parent 8080 3130 proxy-only no-query default login=PASS

I just receive the following error message:
While trying to retrieve the URL: http://www.ebay.de/ 
The following error was encountered: 
· Access Denied. 
Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect. 
Your cache administrator is root.
