Surf Protection appears to not work

Hi, has anyone else had troubles using the Surf Protection? I have tried enabling then disabling both the Transparent HTTP Proxy and the specific Surf Protection section. I have it set to block all categories for All traffic (i figured this is the easiest way to check if it's working) and yet i can still visit any site  ... i have also tried explicitly blacklisting www dot weather dot com, and yet i can still get to it?  suggestions?

    Yeah, i noticed that one ... i didn't think it applied since i have not turned on the virus scanner, nor am i receiving any warnings ... it just simply appears to not work.  did you see a way it applied to my problem that i don't? if so, how? thanks for your patience.
