Solution to Streaming website

hello,

Since i have blocked Streaming website(Youtube)to employees but for managers not able to block the access to them, but i need to make it buffer while they watch maybe (144P resolution buffer). Please help me to achieve it.

Are you saying that you need to allow managers access to YouTube, but you want to limit the download speed they use with that?

not download speed.. i want to make it buffer while they watch.but it should not affect other websites, just only for youtube.

I think I don't understand "make it buffer" - that's what YouTube's delivery system does if download speed is limited.

It's possible to limit the download speed and/or the total volume of download per day using Quality of Service Download Throttling rules. Have you tried that?
