L2TP tunnel, cannot get IP address

I am trying to create a tunnel from an Ubuntu server (14) to a UTM 9 server using L2TP over IPSEC.

The L2TP is using local accounts and PSK.  It is using the default L2TP IP Address pool.

When I connect the Ubuntu server (ipsec auto -- up L2TP-PSK), I see it connect to the UTM.  The user id shows as connected in the UTM debug.

But, that's it.  There is no 10.242.3.x address handed to the client.  This is my first L2TP installation, so I guess I am missing a step, but after a whole day of reading I can't figure out why it didn't get an IP.


Also, the client is using Openswan, and both client and server have public IP's.
