What is your preferred method adding an additional local network to an existing Site-to-site VPN-Tunnel (IPsec)?

Basic steps, you just need to configure local network in the IPSec settings. Restart IPSec tunnel to flush conntrack between the existing tunnel.

So the configuration (and restart) is only on one side necessary? What if the other side is initiating the connection?

You have to make the necessary changes on both ends as per the requirement.
