Its a known bug with the OpenVPN TAP adapter on Windows 8/8.1 ... and as you noted, one can just open the network control panel applet and the adapter starts working.
I've reported it to Sophos as well, but it's also present as a bug on the OpenVPN bug tracking list. No ETA on a fix -- apparently the TAP adapter needs some further coding work to work correctly on Windows 8 / 8.1
Have also noted this behavior on a Windows 7 machine or two; in those cases disabling IPv6 fixed the issue. -- meant to add, I have fixed one Windows 8 box this way too.

Hi ,
Just download Securepoint OpenVpn client and import the config into it.
It is free client ,it's better , no TAP issues and it works without any problems on all OS.
