Force All Traffic over L2TP

I've set up L2TP VPN access for all of the users that need to get into our system, but I would like to make it so that all client traffic goes over the tunnel, instead of splitting.

Is there a way to do this for L2TP (I would prefer to use that over Cisco) or is the only way to do this with a different VPN type? I realize this is the antithesis of what L2TP is made to do, but it was a demand made by higher ups in the food chain.

    I was thinking we could use the HTML5 VPN just for guest users that might need to get in occasionally, but I still don't have it to check out. As for the other users, I think we'll stick with L2TP (which also works with the iPhone I think).
