Force All Traffic over L2TP

I've set up L2TP VPN access for all of the users that need to get into our system, but I would like to make it so that all client traffic goes over the tunnel, instead of splitting.

Is there a way to do this for L2TP (I would prefer to use that over Cisco) or is the only way to do this with a different VPN type? I realize this is the antithesis of what L2TP is made to do, but it was a demand made by higher ups in the food chain.

    The HTML5 method may not be able to do what you want.  SSL VPN might be what you you want for Windows, Mac & Linux - it's OpenVPN.  Regardless, you'll want the Cisco client for your iPhone users.
