Force All Traffic over L2TP

I've set up L2TP VPN access for all of the users that need to get into our system, but I would like to make it so that all client traffic goes over the tunnel, instead of splitting.

Is there a way to do this for L2TP (I would prefer to use that over Cisco) or is the only way to do this with a different VPN type? I realize this is the antithesis of what L2TP is made to do, but it was a demand made by higher ups in the food chain.

    Not possible with L2TP/IPsec or with PPTP as those selections are made in the client.  In the other methods, you can add "Internet" with your LANs to 'Local networks' and force a full tunnel.  The SSL client is free, so that's chosen often, but it's much more resource-intensive than the IPsec-based VPNs.  A 220's recommended maximum is 35 SSL, but 125 IPsec tunnels.
