IPSec - SA limitation?

Hi,

is there a limitation in number of SAs in IPSec sit-to-site vpn?

I have 15 networks on one side and 3 on the other, but only 32 of 45 SAs become active.

I reduced the remote side to 2 networks and now all 30 SAs are green
