VPN to iPhone 4S

I don't know if this is an AT&T issue or what. 

I've got a VPN set up using the Cisco VPN to connect with an iPhone 4S with iOS 5. 

If I connect to the internet via a WiFi connection the VPN works fine. If I connect using the 3G connection from AT&T, VPN doesn't work. Any ideas? Is AT&T blocking or is there something else going on?

    Yes, it's set up on the external interface. I can connect through the VPN if I'm on my home WiFi or a public WiFi - Panera/St Louis Bread Co, McD's, etc. but won't connect if I'm just on the 3G connection. Even with a strong signal, able to web surf, do e-mails, etc. 
    I've watched it on the live monitor and see it try, but doesn't connect. On the iPhone, it gives an error "The VPN server did not respond". 

    On the live monitor it shows one line saying "initial Main Mode message received on ***.***.***.***:500 but no connection has been authorized with policy=XAUTHRSASIG+XAUTHSERVER.

    If I connect through a WiFi all works fine. 

    Is it possible AT&T is blocking something? BTW, the Astaro is an ASG-320, V8.202
