PDFs very slow to load

Our users are complaining of horribly slow loads of PDFs across our SSL VPN.
We have a Gateway 220 v7.511

Our sites have various ISPs, mostly DSL, some rural wireless. We can't afford T1.

anyone else have this problem?      suggestions?

    This whole discussion has been about our external, remote SSL VPN client users accessing our networked files.
    these are not web-accessed files.

    there is no issue with our local office users.  they access network files directly from the server, we're only talking about our remotes.
