PDFs very slow to load

Our users are complaining of horribly slow loads of PDFs across our SSL VPN.
We have a Gateway 220 v7.511

Our sites have various ISPs, mostly DSL, some rural wireless. We can't afford T1.

anyone else have this problem?      suggestions?

    I don't see anything that would cause such a problem.  Can you provide an example of a link to a PDF that's not working fast enough?  Also, one to a large docx that is OK.
